Stdio MCP servers launched through npx or uvx get a 10s initialize budget instead of the 3s default, which was routinely too short on Windows where reaching initialize through cmd.exe takes 3 to 6s even with a warm cache. Previously those servers were silently dropped, the model never saw their tools, and nothing was logged; that failure mode goes away.
