The external PR scope guard in anthropics/claude-plugins-official no longer rejects non-member pull requests that add command sources, and it now admits which entries it skipped instead of passing silently.

Command-source entries have no repo URL, so the source.url check in the external PR scope guard was failing non-member PRs that added one. The guard now skips those entries, reports each skipped entry as a warning, and no longer claims in its pass message that every added entry came from a live repo.
