Migrated python_utils calls to standard library equivalents

By RepoJournal , from @anurag629's public GitHub activity

Backfilled

Anurag Verma worked through part of issue #13956 in oppia/oppia, removing custom utility functions in favor of Python's built-in alternatives.

Two commits landed across two pull requests. The first merged PR [1] replaced all instances of python_utils.ZIP() with the built-in zip() function throughout the codebase. A second PR [3] swapped python_utils.url_unsplit for urllib.unsplit, continuing the same pattern of deprecating the custom utilities wrapper. Both changes were part of a larger migration effort [2] to reduce the project's dependency on its own utility layer.
