JAX rewrites jnp.sinc for real inputs, tightens ULP bounds

JAX replaced the sinc evaluation for real inputs with additive range reduction, closing issue 5094 and documenting its accuracy bounds, in a day otherwise limited to an XLA revision bump.

Real inputs no longer go through sin(pi * x) / (pi * x); the new path does exact additive range reduction (x = n + r, with n = round(x) and r = x - n in [-0.5, 0.5]) plus a Taylor polynomial in r^2. The ULP precision test in elementary_test.py was updated and the accuracy bounds written into docs/accuracy.md, so any test asserting the old tolerance on jnp.sinc will need to be revisited.
