Mosaic GPU drops downgradable transfers, gapic-generator reaches 1.41.0

JAX is retiring the downgradable transfer path in Mosaic GPU while rebuilding atomic stores around an explicit `optimized` kwarg, and the Python GAPIC stack ships a generator release plus the fixes that make it usable.

The `DOWNGRADABLE` transfer mode and `_retry_on_failure` are gone because Pallas `swap` lowering now always specifies `optimized` explicitly. Note the caveat in the description: `atomic_store`'s lowering needs a warpgroup-semantics change to account for the missing optimization level, and the proper fix lands later.

`plgpu.atomic_add`, `plgpu.atomic_max`, `plgpu.atomic_min`, `plgpu.atomic_and`, `plgpu.atomic_or`, and `plgpu.atomic_xor` now take `optimized: bool = True`, matching `plgpu.store`, and pass it through to both the Lane and Warpgroup lowering rules. This is the follow-up that the downgradable-transfer removal left open.

Libraries were regenerated against gapic-generator @ 78ff458 via the librarian toolchain, and the longer tail of the day stays procedural: stale jaxlib version checks removed from Pallas/Mosaic GPU, `xla_tpu*` flags dropped from `all_reduce`, and showcase added to the golden test files.
