JAX pins OpenXLA revision, disables overlap_test against older libtpu

JAX's last day of work is dependency plumbing: the OpenXLA pin moved three times and a second overlap_test was taken offline for setups running libtpu older than 0.0.50.
Disable another overlap_test failing with libtpu < 0.0.50. google/jax
The test was disabled because it fails against libtpu versions below 0.0.50, so if you build JAX against an older libtpu you should expect that coverage to be skipped rather than passing. It is the second overlap_test retired for the same reason.
