kubeadm adds ML-DSA signing support

kubeadm gained ML-DSA support in the 1.38 line, the VPA recommender stopped logging foreign checkpoint errors on startup, and the rest of the day was translations and automated version bumps.
kubeadm: add ML-DSA support kubernetes/kubernetes
kubeadm now carries ML-DSA support, landing on the 1.38 branch, so clusters bootstrapped with it can use post-quantum signing where the toolchain exposes it. It merged as the headline change of the day.
VPA: don't attempt to load other recommenders' checkpoints kubernetes/autoscaler
The VPA recommender now only loads checkpoints for VPA objects belonging to itself. In clusters running more than one recommender, the startup path used to log a pile of errors as it tried and failed to read every other recommender's checkpoints.
Merge pull request #142431 from dims/sig-node-libs-2026-09 kubernetes/kube-scheduler
The scheduler picked up bumped node-side dependencies: opencontainers/cgroups v0.1.0, moby/sys/userns v0.2.1, containerd/log v0.2.0, and CDI specs-go v1.1.1. Nothing here changes scheduling behavior; it tracks the coordinated SIG Node library update.
Kicbase/ISO: Update nerdctl from 2.3.5 to 2.4.0 kubernetes/minikube
minikube's kicbase image and ISO moved nerdctl from 2.3.5 to 2.4.0, applied by the repo's own update-nerdctl-version workflow. Anything pinned to the kicbase tag will pick up the newer containerd CLI on the next image pull.
