Codex's day went to the plumbing that decides whether a session stays usable: steering a live response no longer drops the socket, and Windows launchers that reap child processes no longer block the CLI from starting.

Steering an active WebSocket response used to drop the connection and resend the full history; Codex now drains the response so the follow-up continues with `previous_response_id`, and for models on `use_responses_lite` it first sends `response.interrupt` with `mode: "discard_partial_items"` once the response ID exists. Fewer tokens resent per steer, and the continuation stays on the same chain.

Windows launchers like `cargo run` can forbid background processes from outliving them, which made automatic daemon startup fail and left the CLI unable to open. Local daemons carry a remote request handle despite a local login callback, so the TUI skipped opening the browser; login could also complete while the browser was still opening, before the active login was recorded. Both paths now key off `AppServerTarget`, while remote workspaces still skip automatic browser opening.

Tests only, no production changes.
