The Dependabot auto-merge workflow has failed on every Dependabot PR since 2026-02-03: the actions/create-github-app-token step returns a 404 when resolving the app's installation on this repository, even though the app id and key are valid. This PR moves approval to supabase-oss and is the change that unblocks dependency PRs from merging without a human.
