Emitted payload types land in test-utils

vuejs/test-utils closed the gap between inferred event names and still-untyped payloads, and stopped registering a global mocks mixin that had no mocks to install.
fix(types): infer emitted payloads for components with props vuejs/test-utils
emitted('select') used to resolve to unknown[][] for <script setup> components that also declare props or models; it now resolves to [id: number][]. The same widening fix applies to defineModel and defineComponent(setup, { props, emits }). Follow-up to previously unreleased work that inferred event names but left payloads untyped.
fix: skip global mocks mixin when mocks are empty vuejs/test-utils
test-utils no longer registers a global mocks mixin when no mocks are defined, which was emitting a warning in Vue builds without Options API support. Regression coverage now covers omitted and empty mocks, plus a nonempty mock holding a falsy value.
chore(deps): update dependency jsdom to v30.1.2 vuejs/test-utils
Renovate bumped the jsdom dev dependency from 30.1.1 to 30.1.2.
