Streaming engine and dynamic controller added to batch-sizing repo

The dynamic batch-sizing repository gained its streaming engine and dynamic controller, followed by cleanup that stripped out the Spark virtual environment.

Five commits landed in abhinava-sai/DYNAMIC-BATCH-SIZING-FOR-DISTRIBUTED-DATA-STREAM-PROCESSING-SYSTEMS.
