Replaced python_utils.parse_query_string with urllib.parse.parse_qs

Anurag Verma replaced a custom query string parser with Python's built-in urllib function in oppia/oppia, addressing part of a larger modernization effort.

The change removed a dependency on python_utils.parse_query_string and switched to urllib.parse.parse_qs instead [1]. This was part of fixing #13956, a broader initiative to migrate away from custom utilities toward standard library equivalents.
