Comment system and notification fixes in bloom

Three commits landed in bgrgndzz/bloom across the comment and notification surfaces. The core work added comments [1], then debugged the comment author link to fix a wiring problem [2]. In parallel, Gündüz removed the required attribute from the notification post [3], allowing notifications to be created without that field enforced.
