D8 profile updated to PHP 7.1

Merlin Tribukait updated the Drupal 8 profile in the docksal-catalog repository to use PHP 7.1, and merged in remote changes [ref:1].

The change in erik-seifert/docksal-catalog was straightforward: the D8 profile configuration now specifies PHP 7.1 instead of an earlier version [1]. Tribukait followed that with a merge of the remote master branch [2], bringing the local copy in sync.
