grpc, arrow, syslog-ng promoted from extra-testing to extra

Arch Linux moved four packages from extra-testing-x86_64 to extra-x86_64 and pushed a ponyc update into testing, making grpc, arrow, syslog-ng, and protonmail-bridge available to stable users.
The biggest of the promotions is grpc, which is now available from the stable extra repository after sitting in extra-testing [1]. Apache Arrow followed the same path [2], as did syslog-ng [3] and protonmail-bridge [4]. For anyone tracking dependencies on these libraries, the practical effect is that stable systems can install them without enabling the testing repo.
All four promotions were made by Christian Heusel [3][4][1][2]. The packages had been staged in extra-testing, and their move signals the testing period is complete. Users who were pulling them from extra-testing can switch to the stable repo; no version numbers were given in the state entries.
Separately, ponyc was updated to 0.72.0-1 in extra-testing-x86_64 by Carl Smedstad [5]. This is a testing-branch update only, so stable users will not see it until the package is promoted.
