Collegepaper app added to azblog

Anurag built a new collegepaper app and restructured the project layout to accommodate it.

Work on anurag629/azblog centered on adding a collegepaper application [1]. The new app was created and then merged into the main branch via pull request [2]. To support the new structure, Anurag also adjusted the locations of template and static files [3], moving them to a layout that could serve multiple applications within the same repository.
