PEFT 0.18.1 patch for transformers v5 compatibility

Recoordinate released a small patch version of PEFT with fixes for upcoming transformers compatibility and AMD ROCm support.

The huggingface/peft 0.18.1 release addressed three separate issues. The first was a set of small fixes required for some special cases to work with the upcoming transformers v5 release [1]. The second fix enabled PEFT to run with AMD ROCm hardware, thanks to work from @vladmandic [1]. The third was a regression fix that had inadvertently required transformers >= 4.52, which was too strict a constraint [1].
