PEFT v0.19.0 with nine new methods

Recoordinate shipped PEFT v0.19.0, a major release that introduced nine new parameter-efficient fine-tuning methods including GraLoRA [ref:1].

The release in huggingface/peft added significant new capability to the library's method repertoire. GraLoRA, described as "Granular Low-Rank Adaptation for Parameter-Efficient Fine-Tuning" [1], was among the new methods included. Beyond the new methods themselves, the release contained numerous enhancements intended to improve PEFT's usability across different use cases.
