Windows docs checks get a real exit code, and one file list to rule them all

Django's docs tooling consolidated around docs/conf.py as the single source of truth for docs sources, and make.bat check now fails when a check fails.
Fixed `make.bat check` to exit non-zero when a check fails. django/django
The target called lint, black, and spelling in sequence and exited with the status of the last one, so an earlier failure printed an error but reported overall success. It now records each failure and exits non-zero if any check failed, matching the Makefile target, and runs spelling with -q -W as the Makefile does.
Ensured docs checks cover same files as docs builds. django/django
Docs make black and make lint now get their file list from Sphinx's own source discovery, making docs/conf.py the only place exclusions are declared. Those exclusions had been duplicated by hand in Makefile, make.bat, and lint.py, where they could drift, and a new blacken-sources.py wraps blacken-docs the way lint.py already did.
Ran docs checks and sphinx_tests on Windows via GitHub Actions. django/django
A new docs_win.yml workflow mirrors docs.yml on Windows to verify the make.bat checks behave like their Makefile counterparts, scoped to changes that can affect Windows docs tooling. Spelling is deliberately left out: PyEnchant resolves en_US from a dictionary bundled in its own wheel rather than the system one, so a Windows run would enforce a different word list.
Refs #35874 -- Excluded console-tabs.css from epub building on Windows. django/django
The epub exclusion of console-tabs.css now builds its path with os.path.join(), because Sphinx matches epub_exclude_files against OS native paths and the hardcoded forward slash never matched on Windows.
Migrate from Jekyll to plain Django, Distil & syndication django/steering-council
The steering council repo moved off Jekyll to plain Django with Distil and syndication, with a static site port of the DSF minutes site, accessibility agent tooling, and CI action updates landing alongside it.
