Fix BigInteger casting truncating strings to 16 bytes rails/rails

Since 6ee1adf7d, `ActiveModel::Type::Integer` only cast the first `_limit * 4` bytes of a string, and `BigInteger` inherited that 16-byte cap when no `limit` was set, so values like "18446744073709551615" came back as 1844674407370955. This also hit Active Record decimal columns without a scale, which use the `DecimalWithoutScale` subclass; `BigInteger` now bounds the cast properly.

Rewrite the debugging guide (#58263) rails/rails

It also adds a section on remote debugging and reorganises the view-debugging material into sub-sections.
