kubectl describe node: fix per-pod resource percentages kubernetes/kubernetes

kubectl describe node no longer prints garbage percentages in the "Non-terminated Pods" table: on nodes missing status.allocatable or status.capacity, every row showed 100m (-9223372036854775808%). The per-pod division now guards against zero the same way the "Allocated resources" totals below it already did.
