ContainsExplicitLoopback() treated every IPv4 loopback CIDR as an explicitly configured localhost address, so 127.0.0.2/32 was handled identically to 127.0.0.1/32 even though the localhost NodePort behavior is scoped to 127.0.0.1. The fix makes the IPv4 check confirm the configured CIDR actually contains 127.0.0.1; IPv6 handling is unchanged.

KEP-6252: Hugepages Reservation kubernetes/enhancements

Tal-or opened KEP-6252 to extend kubelet's --system-reserved and --kube-reserved flags to accept hugepages resources, reserving memory consumed by system daemons rather than leaving it invisible to the scheduler. An earlier implementation attempt lives in the linked kubernetes PR and issue.

The follow-up revision to that KEP drops the FeatureGate entirely, on the reasoning that adding hugepages to --system-reserved or --kube-reserved is itself the enablement and disablement mechanism. It also adds rollout cases for the flag change.
