Mix stops rescanning nested deps, linked lists get a cheaper access update

Elixir's day is all internals: two Mix dependency-loading paths lose redundant work, a list-access routine stops copying a temporary cell, and comment handling keeps its metadata.
Avoid repeated dependency scans in nested Mix projects elixir-lang/elixir
Mix.Dep.load_and_cache/5 used to scan the root project's cached dependencies repeatedly to discover each successive level of children, then filter the cache again to pick their records; it now walks the already topologically sorted cache in reverse, discovering each needed app before it reaches that app's record, so nested Mix projects do less redundant work per load.
Attach updated access values to the reversal tail (#15960) elixir-lang/elixir
The reversal step for accessed elements now attaches the updated access values directly onto the reversal tail instead of reversing and copying a temporary updated-head list cell.
Keep trailing comments after nodes without closing metadata elixir-lang/elixir
Trailing comments that follow AST nodes no longer get dropped when a node carries no closing metadata, a fix josevalim ties back to an earlier PR discussion.
Avoid repeated dependency scans in nested Mix projects (#15962) elixir-lang/elixir
The same reverse traversal of the sorted cache landed as a commit, preserving dependency order while removing the repeated scans.
