Elixir fixes deprecated Dict branches, Phoenix trims deprecation text

Two cleanups landed, one that makes Elixir's deprecated dictionary paths actually reachable and one that keeps Phoenix's deprecation notices readable in ExDoc.
Fix deprecated Dict, HashDict, and HashSet calls elixir-lang/elixir
The deprecated dictionary branches now resolve against Elixir.Dict instead of an Erlang module named Dict, which does not exist; HashDict and HashSet protocols got the same fully qualified treatment. If you still run code through Dict, HashDict, or HashSet, the deprecation path no longer routes you toward a module that was never there.
Remove redundant text in @deprecated messages (#6876) phoenixframework/phoenix
Deprecation messages no longer repeat the word "deprecated" or end in punctuation, since ExDoc already wraps them in "This function is deprecated." References to replacement functions now use MFA form, and modules marked @moduledoc false or functions marked @doc false were left alone. Worth knowing if you grep your dependencies for deprecation text: the wording you match on is changing.
